Your Committee on Finance, to which was referred Bill No. 252, reports as follows:
Bill No. 252, transmitted jointly with Resolution No. 292-06 by Director of Finance William Takaba,
via Communication No. 767, dated March 20, 2006, amends Ordinance No. 05-86, as amended, the
Operating Budget, ending June 30, 2006. The amendment is as follows:

The United States Environmental Protection Agency has authorized the South Kona Watershed
Irrigation Project grant to the Department of Research and Development. These funds will be used
towards the establishment of an irrigation system for the Honomolino and Kapu`a communities.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter,
the Mayor is hereby authorized to apply for, receive and expend the funds for the South Kona
Watershed Irrigation Project grant.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 252 and
recommends it pass first reading.
