Re: Operating Budget
The 2005 State Legislature appropriated funds to the State of Hawai'i Department of
Health - Disability and Communication Access Board (DCAB) to compensate the County of
Hawai'i and the other three counties for issuing parking placards under the Statewide
Program on Parking for Persons with Disabilities. HawaiTs County's allotment of $36,840
is based upon a percentage distribution by island county and determined by the number of
placards issued. Under an existing agreement with DCAB, these funds will be used
towards the County's Disabled Persons Parking Placard Program.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
$36,840 from the State.

A. REQUEST:
Amend the operating budget to appropriate an additional $36,840.00 for FY2005-06 from the State Disability
and Communication Access Board (DCAB) to fund the Statewide Program on Parking for Persons with
Disabilities.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The 2005 Legislature appropriated monies to the Disability and Communication Access Board (DCAB) to
fund the cost of the disabled Persons Parking Placard Program. Alloted amounts for each county was based
on a percentage distribution by island county based upon number of placards issued. Money will be put into
the existing designated account to be used for the disabled persons parking program.
