Re: Bill No. 245, Draft 2
We request that you replace Bill No. 245 with the enclosed Draft 2 of this same bill.
Originally, Bill No. 245 appropriated an additional $75,000 to the Department of Research and
Development's Product Enrichment Program which the State of Hawai'i - Hawai'i Tourism
Authority (HTA) is providing to the County. On April 19, 2006, the County Council passed Bill No.
245 on first reading. Since that time of passage, the HTA informed the County that they are
awarding an additional $50,000 (to the original amount) for the program, bringing the total award
amount to $125,000.
Draft 2 of Bill No. 245 amends the appropriation to the Product Development Program account
from $75,000 to $125,000.

A. REQUEST:
Request to amend Bill 245 increasing the appropriation under the County Product Enrichment
Program from $75,000 to $125,000. Funds to be placed in account #010.161.5162.99.115
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawai'i - Hawai'i Tourism Authority recently notified the Department of the awarding of an
additional $50,000 for 2006. Use of the funding will again be used to support and improve the tourism
product development initiatives and projects. This additional award brings the 2006 funding to $625,000.

Dear M . Testa:
We are pleased to inform you that the Hawaii Tourism Authority has approved an
additional award of $50,000 to the County of Hawaii to support tourism product development
initiatives bringing the total available in 2006 for this program to $125,000.
These funds are available to you to support those projects which help to improve your
tourism product offerings but which do not generally fit under the ongoing County Product
Enrichment Program. We will be drafting up a supplemental agreement to the existing contract
BT-06-25 for your consideration. All or portions of these funds may be sub-contracted to other
organizations as needed.
