Comm. 823: APPOINTMENT OF JAMES "KIMO" HODGINS TO THE COUNTY OF HAWAII
LIQUOR ADJUDICATION BOARD
From Mayor Harry Kim, dated April 11, 2006, submitting for confirmation the above
nomination. Mr. Hodgins of Council District 1 is a 61-year resident of Hawaii who is
presently employed by Telecable Systems, Inc. Not affiliated with any political party,
if confirmed, he will serve a term to expire on December 31, 2010.
Comm. 826: APPOINTMENT OF FRED T. YAMASHIRO TO THE COUNTY OF HAWAII
LIQUOR COMMISSION
From Mayor Harry Kim, dated April 17, 2006, submitting for confirmation the above
nomination. Mr. Yamashiro of Council District 9 is a lifelong resident of Hawaii and
is the President of Menehune Development Co., Inc. He states that he is a Republican
and, if confirmed, he will serve a term to expire on December 31, 2010.

Comm. 829: AN ORDINANCE AMENDING ARTICLE VII, CHAPTER 4, OF THE HAWAII
(Bill 269) COUNTY CHARTER (2000), RELATING TO THE FIRE DEPARTMENT (changes
the title of the County's Fire Department from "Fire Department" to "Hawai`i Fire
Department.")
From Fire Chief Darryl Oliveira, dated April 17, 2006, transmitting the above bill. The
purpose of the bill is to adopt "Hawai`i Fire Department" as the offtcial title of the
department. The department's identity was formalized in 1892 as the "Hilo Volunteer
Fire Department," but the department and its title continued to evolve through the years
and has been referred to by various names. This bill would ensure standardization and
recognition of the department's name.
Comm. 831: AN ORDINANCE TO INITIATE A CHARTER AMENDMENT TO AMEND
(Bi11270) ARTICLE VII, CHAPTER 2 OF THE HAWAII COUNTY CHARTER (2000)
RELATING TO THE POLICE DEPARTMENT, TO ADD A NEW CHAPTER
RELATING TO AN INDEPENDENT POLICE AUDITOR, AND TO AMEND
ARTICLE XIII RELATING TO SALARIES (changes the power, duties and functions
of the Police Commission; and establishes and sets out the powers duties and functions
of an independent police auditor as an official salaried position)
From Councilmember Bob Jacobson, dated April 18, 2006, transmitting the above bill.
The bill amends Article VII, Sections 7-2.2 to 7-2.6 to change the powers, duties and
functions of the police commission; adds and new Article which establishes an
Independent Police Auditor (IPA), provides a statement of policy and purpose, and sets
out powers, duties and functions of the IPA; and amends Article XIII, Section 13-28,
Compensation, by adding "Independent Police Auditor" as an official position with the
salary to be established by the Salary Commission. Attaches a summary outline of the
powers, duties and functions of the proposed IPA; and the amended powers, duties and
the functions of the Police Commission.

Submitting Testimony: Those persons wishing to testify in person or by videoconference must register
with the County Clerk's staff. Those testifying in person and submitting written testimony at the
meeting in Hilo should bring sixteen (16) copies of the testimony for distribution at the meeting. Those
testifying by videoconference from the Kona or Waimea Council Offices should bring one copy of the
testimony. Those persons unable to testify in person or by videoconference may submit testimony (1)
by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to (808) 961-8912,
or (3) by e-mail to counci]testimony~a co.hawaii.hi.us. Copies will be made and distributed at the
meeting when transmitted in a timely manner. In any case, both oral and written testimony will be
made a part of the public record.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means
"any individual engaged for pay or other consideration who spends more than five hours in any month
or $275 in any six-month period for the purpose of attempting to influence legislative or administrative
action by communicating or urging others to communicate with public officials." {Article 15, Section
2-91.3(a)(6), Hawaii County Code}. Registration forms and expenditure report documents are
