RESOLUTION SUPPORTING MAUI COUNTY AND KAUA`1 COUNTY IN THEIR
EFFORTS TO RECEIVE FAIR AND ADEQUATE REIMBURSEMENT FROM THF.
STATE FOR EXPENSES INCURRED IN OPERATING THE STATEWIDE
PROGRAM ON PARKING FOR PERSONS WITH DISABILITIES
WHEREAS, the State Department of Health, Disability and Communication Access
Board is responsible for administering the Statewide Program on Parking for Persons with
Disabilities; and
WHEREAS, the counties have been distributing parking placards and identification
cards to qualified persons with disabilities on behalf of the State since November 1994; and
WHEREAS, while the State reimburses the counties for the cost of distributing
parking placards and identification cards, not all counties are sufficiently reimburscd for the
total cost of implementing and staffing the program; and
WHEREAS, Maui County's reimbursement from the State only covers approximately
one-quarter of its total annual program expenses, and Kauai County's reimbursemcnt from
the State only covers approximately one-third of its total annual program expenses; and
WHEREAS, although Hawaii County receives sufficient reimbursement from the
State, with expenses exceeding revenues by only one percent, I lawai`i County joins in support
of Maui County and Kauai County in a spirit of equity and cooperation to secure fair
reimbursement of program expenses for all counties; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it hereby requests the Governor of the State of Hawaii and the
State Department of Health, Disability and Communication Access Board, to fairly and
adequately reimburse Maui County and Kauai County for al] expenses incurred in their
implementation of the Statewide Program on Parking for Persons with Disabilities.
BE IT FINALLY RESOLVED that certified copies of this resolution be transmitted
to the Governor of the State of Hawaii, the State Department of Health, Disability and
Communication Access Board, and the Hawaii State Association of Counties Executive
Committee.
