HomeMy WebLinkAboutRES 359 Draft 01 2004-2006 ~tY Of /i4 4~ COUNTY OF HAWAII STATE OF HAWAII [4YM~ RESOLUTION NO. 3='9 f}~ A RESOLUTION CALLING UPON THE HAWAII COUNTY DEPARTMENT OF PUBLIC WORKS TO IMPLEMENT TRAFFIC SAFETY IMPROVEMENTS AT THE INTF,RSF,CTfON OF KALOKO DRIVE AND MAMALAHOA HIGHWAY AS INDICATED 13Y "1'HF, S'I'A"1'I: UEPARTMEN'T OF TRANSPORTATION. WHERF,AS, the Council of the County of Hawaii has established patterns for rezoning existing properties within the Kaloko Mauka Subdivision from their original Agricultural 20-acre designation to the Agricultural 3-acre designation for properties at elevations up to 2,600 feet, to the Agricultural 5-acre designation for properties at elevations between 2,600 feet and 2,900 feel and to the Agricultural 10-acre designation for properties at elevations above 2,900 feet; and WHEREAS, numerous change of zone applications have been approved throughout the Kaloko Mauka Subdivision, resulting in the creation of additional homcsites within the Subdivision and an increased traffic burden on Kaloko Drive and its intersection with Mamalahoa I Iighway; and WHEREAS, the State Department of "transportation has expressed concern over the cumulative impact of increased density within the Kaloko Mauka Subdivision on the intersection of Kaloko Drive and Mamalahoa I Iighway; and WHEREAS, the State Department oCl~ransportation has consistently recommended improvements to the intersection of Kaloko Drive and Mamalahoa I Iighway when reviewing change of zone applications in the Kaloko Mauka Subdivision; and WHERF,AS, the I lawai'i County Department of Public Works is responsible for construction of the recommended improvements at the Kaloko Drive and Mamalahoa Highway intersection; and WHH;REAS, the County of Hawaii has collected more than $420,000 in assessments from Kaloko Mauka Subdivision property owners, and these funds are expressly designated for County improvements to the Kaloko Drive and Mamalahoa I Iighway intersection in conditions of approval for the respective change of zone ordinances; and WHEREAS, the County of Hawaii Planning Department, the County of Hawaii Police Department, and various local and community organizations have called for the implementation of traffic safety improvements at the intersection of Kaloko Drive and Mamalahoa Highway. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Hawaii County Department of Public Works is called upon to utilize the assessments already collected from Kaloko Mauka Subdivision property owners to commence design and construction of traffic safety improvements at the intersection of Kaloko Drive and Mamalahoa Highway identified by the State Department of Transportation, including, at a minimum, illumination of the intersection at night, channelized turning movements at the intersection, and other safety improvements as approved by the Department of Transportation, no later than September 1, 2006. BE IT FINALLY RESOLVED that the County Clerk shall forward certified copies of this resolution to the Mayor of Hawaii County, the County Planning Director, the County Director of the Department of Public Works, and the State Director of the Department of Transportation.
