RESOLUTION NO. 3i32
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNA'T'ED FUND ACCOUNT(S)
WHEREAS, the Old Volcano Trai] in the Puna District would provide a historical link
between the past and the present; and
WHEREAS, the recently-completed Puna Regional Transportation Circulation Plan
recognized the potential of the Old Volcano Trail to provide an off-highway, non-vehicular link
between lower Puna and the Volcano National Park, serve as an emergency bypass for critical
sections of Highway 11 that would otherwise close the Highway in the event of an accident or
flooding, serve as a route for a Safe Route to School program for Mountain View Elementary School,
and stimulate economic activity resulting from visitor and resident use of the trail; and
WHEREAS, a boundary and topographical survey is a critical part of the planning phase to
determine what should be done to develop this trail as a community asset; and
WHEREAS, the public would be drawn into the planning phase for this trail as part of the
ongoing Puna Community Development Plan process and the survey enables meaningful public
input; and
WHEREAS, the Planning Department has concurred that it will accept the transfer of these
monies to spearhead the planning phase of this project, working closely with the Department of Parks
and Recreation and the Department of Public. Works, with the possibility that another department
more appropriate than the Planning Department could assume responsibility for subsequent phases of
this project.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the following amount is hereby transferred and appropriated as set forth
below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Planning and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
