RE: Resolution No. 171
Resolution No. 171, which authorizes the deletion of position No. 3850, Police Officer
II, PO-07, was originally heazd by the Committee on Finance on November 4, 1997, and
deferred pending comments from the Police Department. Police Chief Wayne Carvalho
has since replied (see attached); therefore, it would seem reasonable to again agendize
this measure for approval. The approval of Resolution No. 171 would not jeopazdize
funding of the DUI Police Officer II position.

SUBJECT: RESOLUTION NO. 171
With the recent lapsing of the federal funding, the Police Department has
temporarily assigned a County-funded Police Officer II position, that is
permanently assigned to the Kona District patrol unit to keep the Traffic Task
Force Unit up to full strength. The Department's position is that the DUI
enforcement officer has been effective in increasing the number of arrests for
persons driving under the influence of intoxicating liquor and lowering the
number of drunk driving related accidents and fatalities.
The Department is therefore requesting that the County Council fund the DUI
enforcement officer on a pennanent basis. This would allow for the return of the
officer to Kona Patrol, where patrol officers are sorely needed.
We envision requesting through the budgetary process at least three additional
Police Officer II positions for DUI enforcement in the future. This would not
preclude the procurement of any State or Federal grants that may fund these
positions on a temporary basis.
