Higa, Chair Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 RE: Resolution Transferring Discretionary Funds (Council District 3) Discretionary funds from Council District 3 will be used for the construction of a comfort station at the Waiakea-Uka Park. This park is heavily used during the weekends and evenings, and the only restroom facility for park users is located in the Stanley Costales Waiakea-Uka Gym, which is not always available for public use. Past appropriations for this project have totaled $140,000; however, additional funds are needed to speed up the bidding process. Bids have been coming in high, so additional funds would allow smaller contractors to also bid on the job. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Finance Committee for placement on its future agenda.
