RE: Resolution Transferring Discretionary Funds (Council District 3)
Dennis Tulang has been volunteering his services to the County in order to assist homeowners at
Camp 6 in Waiakea-Uka and at 9.5 Mile Camp in Kea`au with disconnecting from their large
capacity cesspools. Given that Mr. Tulang has generously volunteered his time and knowledge to
assist the homeowners in Council District 3, all expenses incurred while assisting with this project
should be paid for by the County. Therefore, discretionary funds from Council District 3 will be
used to cover all reimbursements for travel and meal expenses incurred by Dennis Tulang for Fiscal
Year 2005-2006.
Enclosed is a resolution authorizing the transfer of $1,500 from the Clerk-Council Services -
Contingency Relief account to the following account and project:

RE: Resolution No. 361-06 Transferring/Appropriating an Appropriation Out and
From the Designated Fund Account and Crediting Same to a Designated Fund Account
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
