SUBJECT: Amendment to Ordinance No. 05-87, as amended, Relating to Public Improvements and
Financing thereof for Fiscal Year July 1, 2005 to June 30, 2006
(Laupahoehoe Park Playground).
Enclosed is a bill for an ordinance amending Ordinance No. 05-87, as amended, the Public
Improvements and Financing Budget, which appropriates $22,950.00 from District 1 Contingency Relief
Account for improvements to the Laupahoehoe Park. These funds will be added to an existing CIP
account (Play Equipment Upgrade) under the direction of the Department of Parks and Recreation.
Specific improvements to be funded by this bill include the following:
1. Procurement of playground equipment, including materials required to prepare the site for
implementation of the equipment that is purchased through this fund allotment as well as
future equipment purchased through other means.
2. Design and installation of required materials.
A resolution transferring $22,950.00 from the Clerk Council Service Contingency Relief account
(District 1) has been transmitted.

Dear Mayor Kim:
Enclosed for your review and recommendation is a bill amending Ordinance No. 05-87, the
Capital Improvement and Financing Budget for Fiscal Year 2005-06 by appropriating $22,950.00 to be
expended on playground equipment for the Laupahoehoe Park.
This proposed addition of funds to an existing Capital Improvement Fund (Play Equipment
Upgrade) will allow the Department of Parks and Recreation to procure playground equipment that will
be implemented at the Laupahoehoe Park via community volunteers that have acted as and have
committed to act in the future as Friends of the Park.
Currently, Laupahoehoe Park is devoid of any recreational opportunities for people that wish to
utilize this park's pristine environment. The community supporting this park has dedicated significant
resources towards the improvement of this park. I would like to provide fiscal assistance through District
1's Contingency Relief Account in an effort to contribute towards the goals and vision of this
community group.
Specific improvements to be funded by this bill include the following:
1. Procurement of playground equipment, including materials required to prepare the site for
implementation of the equipment that is purchased through this fund allotment as well as
future equipment purchased through other means.
2. Design and installation of required materials.
As per Article 10, Section 10-6 of the Hawaii County Charter, your recommendations to the
proposed amendment will be greatly appreciated.

RE: Bill No. 279 : Amending Ordinance No. 05-87, the Capital Improvement and
Financing Budget by appropriating $22,950 to fund improvements at Laupahoehoe Park.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
