RE: Resolution Transferring Discretionary Funds (Council District 4) and a Bill Amending
Ordinance No. 05-87 Relating to Public Improvement and Financing thereof for the
Fiscal Year July 1, 2005 to June 30, 2006
Discretionary funds from Council District 4 will be used to help pay cost of District 4 projects.
Discretionary funds will be transferred to the Department of Parks and Recreation to assist in
park maintenance and project construction.
Enclosed is a resolution authorizing the transfer of $31,116.00 from the Clerk-Council Services -
Contingency Relief account to the following account and project:

Re: District 4 Parks Improvement _
Dear Council Chair Higa:
Thank you for the opportunity to review and provide recommendations on the proposed bill to
amend the capital budget by appropriating $31,116 to assist in funding parks projects in
Council District 4. The funding for this appropriation will come from the Clerk/Council
Services Contingency Relief account (Council District 4 discretionary funds.)
It is understood that these funds will be used to complete the Ruth Oda playground, hire
special consultants for turf grass and greens, and consultant services for electrical lighting at
Victor Stadium. This proposed appropriation is supported so that this needed work can be
accomplished.

RE: (Resolution No. 339-06 : Transferring/Appropriating an Appropriation Out
and From the Designated Fund Account and Crediting Same to a Designated Fund
Account); and Bill No. 278 : Amending Ordinance No. 05-87, as
Amended, Relating to Public Improvements and Financing thereof for the Fiscal
Year July 1, 2005 to June 30, 2006.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
