RESOLUTION NO. 365 06
RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL
YEAR AND MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR LEASE OF
REAL PROPERTY AT PUAINAKO CENTER, BUILDING C, BAY C-5, 2100
KANOELEHUA STREET IN HILO, TO ACCOMMODATE THE RELOCATION OF
SOME OF THE OFFICES PRESENTLY IN THE COUNTY BUILDING AT 25 AUPUNI
STREET
WHEREAS, to complete the repairs and renovations to the County Building in the most
expeditious way possible, the administration has decided to vacate the building while the work on the
building takes place; and
WHEREAS, it is estimated that a total of between 17,000 to 20,000 square feet of office space
and another 6,000 to 7,500 square feet of storage space is needed to accommodate the departments
presently in the County Building; and
WHEREAS, one facility that is available and suitable for part of the office space requirements
is located at Puainako Center, Building C, Bay C-5, 2100 Kanoelehua Street in Hilo and formerly
occupied by Long's Drugs Express and Pay 'n' Save; and
WHEREAS, this property contains approximately 7,540 square feet of office space and 7,282
square feet of storage/warehouse space; and
WHEREAS, the owners of the building, PTC Partners, have agreed to expand its parking
facilities to the rear of Bay C-5 if the County decides to lease this space; and
WHEREAS, Section 10-11 of the County Charter requires that any contract, lease, or other
obligation requiring payment of funds from the appropriations of a later fiscal year and more than one
fiscal year be approved by resolution; and
WHEREAS, the County wishes to enter into amulti-year lease with PTC Partners, through
Carol VanCamp of Ala Kai Realty, Inc., for five (5) years beginning on July 1, 2006 or upon
completion of the parking lot expansion, whichever occurs later and will have an unconditional right to
terminate, effective after three (3) years with one hundred eighty (180) days prior written notice to the
landlord.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII:
1. That the Mayor is hereby authorized to enter into amulti-year lease agreement for office
and storage space located at Puainako Center, Building C, Bay C-5, 2100 Kanoelehua
Street.
2. That sufficient funds be budgeted in future fiscal years to cover the anticipated obligations
of the County under the lease agreement.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Department
of Finance.
