Federal Regulations require final landfill slopes to have a static
Factor of Safety of at least 1.5
A Factor of Safety is the ratio of resisting forces to driving forces.

A Factor of Safety of 1.5 means that the resisting forces must be 150 percent
greater than the driving forces.
