Re: Operating Budget
The State of Hawai'i Department of the Attorney General is providing an additional funding of
$4,350 to their Sexual Assault Multi-Disciplinary Training Grant to the County of Hawai'i. These
funds, in addition to the $34,500 previously appropriated for this grant, will be used by the
Office of the Prosecuting Attorney to coordinate a statewide 3-day training program aimed at
improving the delivery of sexual assault services within the criminal justice system.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
additional $4,350 funds into the Sexual Assault Multi-Disciplinary Training grant account and
bringing the total grant appropriation to $38,850.
With the training program already scheduled for June 7 - 9, 2006, the Office of the Prosecuting
Attorney respectfully request for waiver from the Finance Committee and to have this bill heard
at the Council Meeting scheduled for May 17, 2006.
If there are any questions, please do not hesitate to call the Office of the Prosecuting Attorney.

Phyllis,
This is confirmation of our telephone conversation today regarding the
Statewide Sexual Assault Multi-Disciplinary Training. The current federal
award is $34,500 requiring a county match of $11,500. The federal award
will be increased by $4,350 with a county cash match of $1,450 required.
The new federal amount is $38,850, with a mtach of $12,950. Total project
cost is $51,800.
The following steps are needed in order to process the increase: (1) we
will send you a revised Award Letter (as I mentioned on the phone, Julie
does the award letter and will be on vacation, returning May 9 so
there will be a slight delay). (2) you need to send a revised budget to
Kathy. (3) Kathy will then send you a supplemental agreement for
signatures.

RE: Bill No. 287 An Ordinance to amend Ordinance No. 05-86, as amended, the
Operating Budget for the County of Hawaii for the fiscal year ending June 30, 2006.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
