May 8, 2006 Stacy Higa and the County Council Members 25 Aupuni Street Hilo, HI 96720 Re: Changes in the Animal Control Laws Gentlemen: I am writing to you regarding the upcoming hearing at the Council on 5/16/06 regarding changes m the Animal Control Laws. One of the changes proposed is that all cats have to wear collars. I am a cat owner and I know that ft is very dangerous for cats (feral or pets) to wear collars because the collars become attached to bushes or trees or rocks and can strangle the cat or keep it pinned there until it dies of starvation. Also, cats from feral colonies should not be subject to large penalty feesrf they get turned in to the Humane Soaety. People will occaionally pick up an Advocat (a feral cat which has been trapped, neutered and returned to its colony by a volunteer for Advocats,lnc.)) for which Advocats has paid $50 to have spayed or neutered and tum it into the Humane Society, not realizing that the cat is cared for in an established colony. This new large fee that is being proposed for redemption of animals from the Humane Soaety will be an undue burden on a small nonprofit organization that is helping solve the feral cat problem on the island.
