Dear Chair Higa & Council Members:
I support Hilu HIIu/Palamanui Project ON CONDITION that the following is done:
1. Complete infra-structure (roads, etc.) prior to building the project;
2. Build University on DHHL lands.
3. Help to financially subsidize Native Hawaiian Cultural Center on DHHL lands.
With regards to provision (3) above, I feel that this will only enhance the Hilu Hilu/Palamanui
Project, as it will make the community, as well as Kailua-Kona, more cognizant of Hawaiian
culture. The Center would incorporate kupuna, Hula Halau, and Hawaiian arts and crafts into the
University/Cultural center community. Assuming the UH is near Laiopua, it would allow our
young people/elders to become part of the University and the Cultural Center.
As former/current University of Hawaii instructor, as a former airline employee of 32 years, and
as a retired attorney, I feel that this plan would incorporate a lot of what our Hawaiian values into
