Aloha Angel:
I support the Palamanui project only under the following conditions:
't'he 1nLeLSection of the connect~Y road aL queen Ka'ah umanu Highway must
be
an underpass or overpass; no signal lights. Estimated to cost Hi1u Hilu
about $15M.
The connector road must not go through Makalei Estates using Makalei
Drive.
This will require that the developer purchase additional properties
north of
Makalei Estates. The developer must build the entire connector road at
their expense. The only thing that the County can do is to obtain funds
from the developer to purchase condemnation acquired land for the road.
Possible cost of $30M for the developer.
The developer must build the middle road that will connect with
Kaiminani
Drive. It is my understanding that this road will provide access to the
new
land locked site for the Community College. I would not require the
developer to build any campus buildings.
Impact fees for the project need to be established to cover the costs to
support waste water treatment facilities.
Project needs certification from the Water Board the two wells being
built
and provided by the developer meet all code requirements and will more
than
provide the water needed for the project.
'Phe widening of 4ueen Ka'ahumanu along with the connector road that wilt
be
build by the developer should provide the necessary road concurrency
needed.
It must be an absolute requirement of the project that not one occupancy
permit will be issued until all of the above stated infrastructure
requirements are completed and accepted by the County and State.
If the developer cannot or will not provide any of the above
requirements,
then I do not support the project.
