Subject: Testimony on the proposed Hiluhilu project.
i would like to thank Council members for this
opportunity to present testimony on the Hiluhilu
project for your consideration.
Items for your consideration:
1. In that a Community Development Plan for Kailua
Kona is in the process of being formalized for
presentation to County Council, 2 would ask that you
either postpone action until the completion and
adoption into law of the plan or at least review its
preliminary recommendations.
2 A formal contract between the Developer and the
University of Hawaii defining what the Developer will
provide in terms of buildings and inf rastructure.Also
under what terms will the campus be either leased or
donated to the University.
3. A written agreement between the Developer and
County detailing infrastructure including water
supply, waste-water treatment facilities, sewerage,
roads (connector and collector)and road compatibility
with current and future development.
4. A formal plan for the East West connector road
grade separated interchange with the Queen Ka'ahumanu
Highway and the future airport entrance road.
If the Council decides this projects can go forward
all of the above must be in place before any
Certificates of Occupancy are issued.
