Dear Chairman Higa:
On behalf of the Board of Regents of the University of Hawaii, I am pleased to
Members extend our deepest appreciation to you and the Council forthe support of our efforts
to relocate our University of Hawaii Center in West Hawaii to our 500-acre site
Mr. Andrea Albano Jr. above the Kona airport.
Dr. Byron W. Bender Chancellor Rockne Freitas has been designated as the University's point of contact
Mr. Michael A. Dahilig with responsibility for this exciting, new privatization project. As you may know, the
Dr. Ramdn S. de la Pena Board of Regents has approved the selection of Hawaii Campus Developers, LLC
(Sheldon Zane, local contact) as the private developer of this public/private joint
Dr. Marlene M. Hapai venture to develop a new East Hawaii Community College Campus mauka of the
Mr. James 1. C. Haynes lI UH Hilo Campus and to develop a new College Campus Center at the West Hawaii
site mauka of the Kona airport.

We are aware that there has been some concern expressed at one of the proposed
Mr. Ronald K. Migi[a subject zoning conditions regarding the completion of a 20,000 sf. Community
Ms. Jane B. Tatibouet College building on University property prior to occupancy of the subject zoned
property in that the University might be slow in the coordination and approval

project has one of our highest priorities, and the Board of Regents has complete
confidence in the professional experience of Chancellor Rockne Freitas and Hawaii
Campus Developers to respond in a timely manner to coordination and approval
matters regarding the construction and completion of the building.
