Project Description for Na'alehu and Pahala Background: The County of Hawaii was approached by the ILWU and C. Brewer several years ago for assistance in bringing the gang cesspool wastewater systems in Naalehu and Pahala into compliance with EPA mandate banning the use of gang cesspools. The existing sewer systems are owned by C. Brewer, which is in dissolution. The proposed sewer system would consist of new sewers with manholes in the streets and a community septic system, all to be owned and operated by the County of Hawaii. No design or construction costs will be charged to the homeowners including costs for connecting each house to the sewer line in the street. Full cost of the system will be covered by federal grants, a state revolving fund loan, and C. Brewer funds ($350,000 originally set aside plus the proceeds from the sale of the Naalehu Park to the County at its' appraised value.) Scope of Work: 1. County will design and construct the new sewers with manholes in the public right-of- way in Naalehu and Pahala. In addition, County will construct a community septic system for each community to replace C. Brewer's existing large capacity cesspools. This will be funded with public funds. 2. C. Brewer will design and construct the private sewer connections for each resident's property (total of 266 lots) that is "currently serviced" by C. Brewer sewer system. Naalehu has 160 lots and Pahala has 106 lots. This will be funded with C. Brewer funds and C. Brewer shall hire a project manager to oversee the construction work and manage the funds. Estimated Construction Costs: 1. Public Side: Total cost = $10M Naalehu: $4.5 Million Pahala: $5.5 Million Source Funding: Federal Grant Monies ($1.8M) & State Revolving Fund Loan ($8.2M) 2. Private Side: Total Cost = $1.1 M Naalehu: $750,000 Pahala: $332,000 Source Funding: Brewer Funds of $350,000 $1.2 Million proceeds from sale of Naalehu Park. Tdt, 3E 0 1 Ref, Data _ Current Plans: Engineering Consultants under contract with the County is collecting field data and will analyze the information to derive conceptual sewer system designs and estimated construction costs to be compiled in the draft Preliminary Engineering Report (PER). Upcoming Plans: The County will schedule public meetings for each community in June 2006. Purpose is to present conceptual public sewer system designs and project timeline as described in the draft PER report.
