Re: Waste Reduction Technology Stage 1 Request For Proposals Update
The Evaluation Committee for the stage 1 request for proposal (RFP) for a solid waste reduction
facility completed its evaluation of the twelve proposals received. Enclosed for your information
are copies of the Committee's selection report and the recommendations of the RFP consultants.
The selection process and results will be discussed at today's Environmental Management
Committee meeting. We look forward to this meeting.

RE: Waste Reduction Facility Request for Proposal #2210
Dear Bill,
The Evaluation Committee has made a determination on the short-listing of vendors for a Solid Waste
Reduction Facility for Hawaii County. We based our decision on our review of the 12 submittals and on
the recommendations of the CounTy's consultants.
The committee was very careful to keep the Request for Proposals (RFP) requirements, as well as the
County's goals, as the highest priorities. The committee confirmed that the proposals selected specifically
demonstrated:
• Two years of experience in design, construction and operations of a similar technology with a
similar capacity, complexity and waste stream;
• The ability to maximize reduction of the garbage, by weight and by volume;
• The ability to provide reliable waste disposal using a commercially proven technology; and
• Island self-sufficiency and sustainability by the beneficial utilization of waste.
The committee selected the following vendors to be short-listed (in alphabetical order):
• Covanta Energy Corporation
• L-Con Constructors
• Wheelabrator Technologies, Inc.
While there were other submittals that showed promise, these three had sufficient financial backing, a
viable technology and the variety of experiences needed to ensure that the County has the best possibility
for success with this important project.

Dear Mr. Takaba:
Hawkins Delafield & Wood LLP and R.W. Beck Inc. have reviewed and evaluated Stage 1
Proposals received in response Yo the Request for Stage 1 Proposals Waste Reduction Facility Design-
Build-Operate Project dated December 28, 2005, as amended (the "Stage 1 RFP'~. Stage I Proposals
were reviewed and evaluated in accordance with the criteria set forth in Section 5.4 of the Stage 1 RFP.
Based on our review and evaluation, the following Stage I Proposers met the minimum acceptable
qualifications set forth in the Stage 1 RFP and subnvtted complete and responsive Stage 1 Proposals:
Covanta Energy Corporation, Wheelabrator Technologies, Inc. and L-Con Constructors. Covanta
Energy Corporation and Wheelabrator Techno]ogies, Inc. demonsh~ated the greatest amount of
experience and also the greatest financial strength. L-Con Constructors also demonsnated the
necessary experience and financial strength to deliver a successful project. Therefore, based on our
review and evaluation in accordance with the requirements set forth in the Stage 1 RFP, Hawkins
Delafield & Wood LLP and R.W. Beck Inc. recommend that Covanta Enetgy Corporation,
Wheelabrator Technologies, Tnc. and L-Con Constructors be short-listed under the Stage 1 RFP process
and subsequently be issued the Request for Stage 2 Proposals.
