We based our decision on our review of the 12 submittals and on the recommendations of the CounTy's consultants. The committee was very careful to keep the Request for Proposals (RFP) requirements, as well as the County's goals, as the highest priorities. The committee confirmed that the proposals selected specifically demonstrated: • Two years of experience in design, construction and operations of a similar technology with a similar capacity, complexity and waste stream; • The ability to maximize reduction of the garbage, by weight and by volume; • The ability to provide reliable waste disposal using a commercially proven technology; and • Island self-sufficiency and sustainability by the beneficial utilization of waste. The committee selected the following vendors to be short-listed (in alphabetical order): • Covanta Energy Corporation • L-Con Constructors • Wheelabrator Technologies, Inc. While there were other submittals that showed promise, these three had sufficient financial backing, a viable technology and the variety of experiences needed to ensure that the County has the best possibility for success with this important project. If you have any questions, please let me know.
