Those of us who care for our pets do put collars on them with identity tags and bells, but it should not be mandatory because so many cats have been abandoned by their former owners. Cats from feral cat colonies should not be subject to penalties or boarding fees if it gets turned in to the humane society. People on occasion will pick up one of the cats and turn it in not realizing it belongs to an established colony. The service to the community that both Advocats and West Hawaii Humane Society do in spaying and neutering these cats is a contribution to the community. This is an all volunteer program and they should not be subject to any penalties. We are trying to-take care of a problem caused by our residents who are irresponsible and lack the courage to take unwanted pets to the humane society. Thank you - ~~ti~, Denise Towle Comm.
