Higa, Chair and Members of the Hawaii County Council FROM: Gary Safarik Council Member SUBJECT: Resolution Transferring Funds (District 5) Discretionary funds from District 5 will be used to hire a transportation consultant to provide community outreach and education and work with the Puna Community Development Plan (CDP) consultant, P1anPacific, Inc. to complete a comprehensive study to identify an alternate commuter route between Puna Makai and Hilo. This funding will be administered by the Planning Department for the general purpose of addressing transportation issues in the Puna CDP planning area, and for the specific purpose of identifying a proposed route for the Puna Makai Alternate Route between Hilo and Puna Makai. Enclosed is a resolution authorizing the transfer of $30,000.00 from the Clerk-Council SVC-Contingency Relief account to the following account and project: FUNDING AMOUNT: FROM: TO: $ 30,000.00 Clerk-Council SVC- Planning Department Contingency Relief Transfer to Capital Projects Fund - G 010.101.5101.91.341 010.801.5801.33 Also enclosed is a bill for an ordinance to amend Ordinance No. 05-87, as amended, relating to public improvements and financing thereof for the fiscal year July 1, 2005 to June 30, 2006, which appropriates $30,000 for the Puna Makai Alternate Route Study-Council District 5. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review.
