SUBJECT: Resolution Transferring Funds (District 5)
Discretionary funds from District 5 will be used to hire a transportation consultant to
provide community outreach and education and work with the Puna Community Development
Plan (CDP) consultant, P1anPacific, Inc. to complete a comprehensive study to identify an
alternate commuter route between Puna Makai and Hilo. This funding will be administered by
the Planning Department for the general purpose of addressing transportation issues in the Puna
CDP planning area, and for the specific purpose of identifying a proposed route for the Puna
Makai Alternate Route between Hilo and Puna Makai.
Enclosed is a resolution authorizing the transfer of $30,000.00 from the Clerk-Council
SVC-Contingency Relief account to the following account and project:

Also enclosed is a bill for an ordinance to amend Ordinance No. 05-87, as amended,

June 30, 2006, which appropriates $30,000 for the Puna Makai Alternate Route Study-Council
District 5.

Please find enclosed a concurrence letter for your signature regarding an appropriation of
$30,000 to be used to hire a transportation consultant to provide community outreach and
education and work with the Puna Community Development Plan (CDP) consultant, P1anPacifie,
Inc. to complete a comprehensive study to identify an alternate commuter route between Puna
Makai and Hilo. This funding will be administered by the Planning Department for the general

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
