Monthly Update -May 16, 2006

On May 1, 2006 the Project Team announced to the Council's Environmental
Management Committee the following companies selected for the short-list
(alphabetical) by the Evaluation Committee:
• Covanta Energy Corporation
• L-Con Constructors
• Wheelabrator Technologies Inc.
Stage 2
R.W. Beck is in the process of incorporating team comments into Volume I of the
Stage 2 RFP and continues to prepare a draft of Volume III (Technical
Appendices to the Service Contract). Once drafts of the three volumes (including
the draft Service Contract) are completed by the team and approved by the
County, they will be sent to the short-listed Proposers for comment. Any
meaningful comments from the Proposers that are approved by the team will be
incorporated and the Final Stage 2 RFP will then be issued.
¦ Contract Preparation
Hawkins Delafield & Wood LLP continues to prepare a draft Service Contract
(Volume II of the Stage 2 RFP).
• Waste Reduction Technology Analyses
At the request of County staff, R.W. Beck prepared a brief Anaerobic Digestion
Question and Answer Memorandum. It is intended to provide more detail on the
technology, as it was included in the County's 2002 Update to the Integrated
Solid Waste Management Plan and was expected to be further commercialized at
this time. This Memorandum was submitted to the County on 5/8/2006.
Environmental Impact Statement /EISPN
The EISPN was published in the State Office of Environmental Quality Control
Bulletin on May 8, 2006. This initiated the public comment period that will end
June 7, 2006. Individual copies have also been made available to all interested
parties. The EISPN Public Meeting will be held at 6 PM on May 17, 2006 in
Hilo.
¦ Presentations and Workshops
Members of the Project Team including Kyle Rhorer from R.W. Beck and Rick
Sapir from Hawkins Delafield & Wood LLP and Ron Terry from Geometrician
Associates, LLC attended the May 1, 2006 County Council Environmental

Management Committee meeting in Hawaii to inform the Committee of the
current status of the procurement and the schedule for moving forward.
On May 1, 2006 members of the Project Team also met with Virginia Isbell, the
Council Liaison, and discussed future communication protocols and expectations.
¦ Project Schedule
Since intermediate milestones continue to be adjusted, the overall schedule is
being evaluated, however it remains relatively on-schedule. The anticipated
contract execution date is February 2007.
