Subject: Bill 246 Chris Yuen wants to amend the subdivision code
Please do not allow this change!
We need more people in the planning dept in addition to a new director.
I went to a meeting in Waikoloa last year when the new subdivisions were coming into the
community.
I stood up and said that same developer who is requesting more subdivision in Waikoloa
came into my neighborhood in White Sands(6 Years ago), promising a park and access to
Kuakini Hwy. There were to be no more than 249 homes built unless they connector road
was put it. All the neighbors believed that we would get the connector. We got nothing, no
park and no connector, but we GOT 400 homes! with another 50 coming up!! All exiting on
AM Drive.
I said all we got is a truss mill manufacturing company building all day and all night and a
huge excavating company blasting and hauling dirt and rocks down our roads, plus all the
homes and cars. What a mess, thanks Chris!
I asked Chris at that meeting in Waikoloa how does it happen that the improvements the
developer promised was not going to happen. I said that all new developments need to have
a park for neighbors to meet plus the infrastructure promised.
I said who approved that the developer could continue building over 249 homs even though
we have no connector.
Chris said he signed the permission.
I said to Chris how could we be assured that all new developments have parks and other
amenities like sidewalks,etc?
Chris said it would take a vote by the people and it is a very hard thing to get presented.
Hey, Chris, you have a presentation and asking for a vote, but you want to have your
presentation so that you do not have to review so many issues. You are not doing the ones
that had been planned.
This is suppose to be a better government and Yuen's way will make it worst.
He will then think he is God for sure and he will be, since he will not have the developer
making any promises so he will not have to be asked to change or review them.
Why don't we get competent staff in planning and not accept incomplete applications and
Comm. No.

demand the developers to build what they promise.
It is just like him to want to move "incomplete applications" forward legally.
I truly believe that people in Kona do not want to stop development because we know it will
happen, what we want is what is promised when new development is first requested and
planning should be looking into the future to ensure our intrasturctures.
Do not allow this bill to pass!
