A site well suited for the Salvation Army's operations was located adjacent to Lowes and we met with the ownerldeveloper of Lcwves to discuss our vision. i When the new owners acquired the property, we approached them regarding the property and they have since most graciously accommodated us with a five acre site for a price that was equal to the amount of the offer from the previous owners, even though property values have doubled and trued in value. Thee has been a lot of innuendo regarding the developers using the Salvation Army for strategic and political purposes. In response to this, we can unequivocally state that It was the Salvation Army Advisory Board that made initial and continuing overtures to the developer and we can only admire and respect developers who can contribute significant amounts back to the community and to charitable organizations in whatever form. With regard to arterial roads out of the development, we hope that the approval and construction of this development will be one step closer In the completion of the planned Hienakill Road connection between Hualalai Road and Palani Road. As long as you have only one roadway traversing through downtown Kailua-Kona, the traffic situation wil only get worse with more people moving into West Hawad. The County of Hawaii could also greatly help the community by condemning adjoining properties for these long overdue planned roadways and building the outlet and arterial roads necessary to alleviate traffic. The private developer can only work within its property to provide roads while government CAN ACQUIRE LAND FOR NEEDED ROADWAY CORRIDORS FOR THE PUBLIC BENEFIT THROUGH ITS POWER OF EMINENT DOMAIN. After the approval of this project and the eventual subdivision of the property, the Salvation Army can then complete Its needs assessment, planning and capital campaign, and finally enter into a binding contract for the purchase of the property.
