I believe the changes of the code should have full public participation and, that the developer prior to approval of application, should satisfy the in detail the requirements of and for the subdivision planning. We want developers to meet the county requirements every step of the way. Bills 226-227 As a Kona resident participating in the development of the Kona Community General Plan, and specifically the " environment work group," I humbly ask the Council to please consider the possibility of holding off on the rezoning being asked in bills 226 and 227 and as many others as possible. Until such time as the General Plan is implemented. In principle, as the community seems to be at present disposed to making as small a footprint as possible in west Hawai'ii,PN large, multiple dwelling unit project, with a significant proportion of affordable housing units, may be desirable, but allowing this or ANY project to go ahead before the comprehensive plan is complete is inviting, yet again, the possibility of disorderly, inadequate, inappropriate development with insufficient and/ or inappropriate infrastructure and character.
