OS-86, AS AMENDED, THE (Bill 277) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2006 (appropriates an additional $36,840 to the Disabled Pazking -State account.) From Director of Finance William Takaba, dated April 21, 2006, transmitting the above bill. The 2005 State Legislature appropriated funds to the State of Hawaii Department of Health -Disability and Communication Access Boazd (DCAB) to compensate the County of Hawaii and the other three counties for issuing parking placards under the Statewide Program on Parking for Persons with Disabilities. Under an existing agreement with DCAB, these funds will be used towazds the County's Disabled Persons Parking Placard Program. With the current lease set to expire on June 30, 2006, this new 5-year lease will be for their current office location at the Kealakekua Business Center and an additional 1,450 squaze feet in the same building. This location is well established with the public and is inclose proximity with the courts. FC-35 Page 3 May 16, 2006 (Res. 365-06) RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR LEASE OF REAL PROPERTY AT PUAINAKO CENTER, BUILDING C, BAY C-5, 2100 KANOELEHUA STREET IN HILO, TO ACCOMMODATE THE RELOCATION OF SOME OF THE OFFICES PRESENTLY IN THE COUNTY BUILDING AT 25 AUPUNI STREET From Finance Director William Takaba, dated May 2, 2006, transmitting the above resolutions. In order to complete the repairs and renovations to the County Building in the most expeditious way possible, the Administration has decided to vacate the County Building while the work takes place. An estimated total of between 17,000 - 20,000 squaze feet of office space and another 6,000 - 7,500 square feet of storage space is needed. Two available sites have been identified as suitable for the County's needs: 1) 891 Ululani Street, formerly the Veterans Administration's Hilo Medical Office Building across from the Police Department; and 2) Bay C-5 at the Puainako Center, 2100 Kanoelehua Avenue, next to Checkers Auto Parts, formerly Longs Drugs Express and Pay `n' Save. Comm. 890: AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 41, OF THE HAWAII (Bi11283) COUNTY CODE 1983 (2005 EDITION), DISASTER AND EMERGENCY FUND, RELATING TO FUND EXPENDITURES (eliminates the maximum appropriation of $1 million per year and its accumulated maximum of $5 million; and includes the allowance to pay for operational expense of the County after a disaster or emergency when the County is unable to realize revenue at sufficient levels due to the disaster or emergencyl: and (Bi11284) AN ORDINANCE AMENDING CHAPTER 2 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION), ADMINISTRATION, RELATING TO THE BUDGET STABILIZATION FUND (adds a new article entitled "Budget Stabilization Fund"~ From Finance Director William Takaba, dated May 3, 2006 transmitting the above bill. The proposed Operating Budget for the Fiscal Year 2006-2007 contains an appropriation of $500,000 to the Disaster and Emergency Fund. To better manage the fund, the Administration is proposing to amend certain sections within the Hawaii County Code that pertain to this fund. Also in the budget is an appropriation of $4 million towards the "Rainy Day" fund, to provide for a special fund is being created as allowed by Hawaii County Charter § 10-12 for the purpose of meeting general fund revenue shorifalls and to minimize the need for budget cuts or tax increases. The Budget Stabilization Fund will be a temporary supplement source of funds for the County to use during times of financial hardships while a plan for cost reduction or revenue enhancement is developed.
