Your Committee on Public Safety and Parks and Recreation, to which was referred
Communication No. 831, and attached Bi11270, reports as follows:
The purpose of Bill No. 270 is to change the powers of the Police Commission, establish and set
out the powers and duties and functions of an independent police auditor as an official salazied
position.
Communication No. 831, dated February 1, 2006, transmitted by Councilmember Bob Jacobson,
proposes to amend Article VII, Sections 7-2.2 to 7-2.6 to change the powers, duties, and
functions of the police commission, add a new Article which establishes an Independent Police
Auditor (IPA), and amend Article XIII, Section 13-28, Compensation, by adding "Independent
Police Auditor" as an official position with the salary to be established by the Salary
Commission.
The need to change the powers, duties, and functions of the police commission was questioned
by members of that commission in testimony. This and the uncertainty of oversight for the
independent police auditor were also concerns expressed by committee members. Support for
voters to make a decision at the ballot was expressed by committee members who otherwise had
reservations regarding the above concerns.
Your Committee on Public Safety and Parks and Recreation is not in accord with the purpose
and intent of Bi11270, and forwards Bill 270 to Council with a negative recommendation.
