Your Committee on Finance, to which was referred Bill No. 254, reports as follows:
Bill No. 254, transmitted by Hawaii County Board of Ethics Chair Reeve N. Williams, via
Communication No. 779, dated March 8, 2006, amends Chapter 2, Article 15, Section 2-91.3(b)
of the Hawaii County Code 1983 (1995 Edition), relating to the registration of lobbyists, by
deleting the exemption of attorneys from registration.
Bill No. 254 proposes to remove the exemption provided to attorneys.
During the course of its consideration of the issues involved in lobbyist registration, the Board of
Ethics considered whether the exemption is appropriate, as the State Code of Ethics does not
exempt attorneys from registering as lobbyists. Consequently, the Board voted to propose that
the Hawaii County Code be amended so that the exemption be removed, thereby ensuring
consistency with the State Code.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 254 and
recommends it pass first reading.
