Your Committee on Finance, to which was referred Bill No. 255, reports as follows:
Bill No. 255, transmitted by Director of Personnel Michael R. Ben, SPHR, via Communication
No. 785, dated March 22, 2006, seeks to initiate a Charter Amendment to Article VI, Chapter 8,
Section 6-8.4, of the Hawaii County Charter 2000, relating to the Depaztment of Pazks and
Recreation, County Bands.
To ensure compliance with Civil Service exemption laws, the Department of Civil Service
conducted a review of the exempt status of the Bandmaster and band member positions in the
Hawaii County and West Hawaii County Bands. The Department found that all positions,
including the Bandmaster, should be in Civil Service. Corporation Counsel recommended a
Charter Amendment to remove the County Band provisions from the Charter.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 255 and
recommends it pass first reading.
