Your Committee on Finance, to which was referred Bill No. 256, reports as follows:
Bill No. 256, transmitted by Director of Finance William Takaba, via Communication No. 789,
dated March 28, 2006, amends Ordinance No. OS-86, as amended, the Operating Budget, ending
June 30, 2006. The amendment is as follows:

010-201-5219.31 Marijuana Eradication General $41,246
The Police Department will be receiving additional funds from the U.S. Department of Justice,
which will be used to compensate for overtime incurred during marijuana related operations,
investigations, and community meetings; to purchase equipment to enhance safety issues during
operations/investigations; to pay for helicopter service costs; to cover travel expenses for
attending training workshops and seminars; and to assist in marijuana investigations in
conjunction with the "Weed and Seed" Program.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Council Member Bob Jacobson is in opposition of this measure, as he needs more evidence of
the accomplishment of the Marijuana Eradication program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 256 and
recommends it pass first reading.
