Your Committee on Finance, to which was referred Bill No. 260, reports as follows:
Bill No. 260, transmitted by Director of Finance William T. Takaba, via Communication
No. 802, dated Apri13, 2006, adopts a pay plan for persons employed by the County other than
those whose pay is otherwise provided for, designating payroll periods, pay days, prescribing
requirements with respect to official fidelity bonds, and repealing Ordinance No. OS-88 and all
amendments thereto, said Ordinance to be known as the Salary Ordinance of 2006.
The significant amendments are the effect of the July 1, 2006 conversion of the positions in the
Hawaii County band and the West Hawaii band from exempt to civil service status. The
changes include:
1) The deletion of Section 3 (D), the salaries of the members of the Hawaii County band
and the West Hawaii band, and the subsequent renumbering of the item in Section 3.
Rate of Compensation.
2) The deletion of classes of work in Section 7.05 (b) Hawaii County Band for the
Department of Parks and Recreation.
Section 3-13, Hawaii County Charter, provides for the establishment of a pay plan for all
persons employed by the County whose pay is not otherwise provided for.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 260 and
recommends it pass first reading.
