Your Committee on Finance, to which was referred Bill No. 253, reports as follows:
Bill No. 253, transmitted jointly with Resolution No. 293-06 by Director of Finance
William Takaba, via Communication No. 768, dated March 20, 2006, amends Ordinance No.
OS-87, as amended, the Capital Budget, ending June 30, 2006, by adding the following project:
PUBLIC WORKS:
Waikoloa Emergency Road -County 110-399-5394.51 $120,000
Waikoloa Emergency Road -Private 110-399-5394.52 $ 60,000
Funds for these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- $120,000
Fund Balance and/or other Sources
Private Contributions $ 60,000
Funds will be used towards the construction of the Waikoloa Emergency Evacuation Road, an
alternate evacuation route for the Waikoloa Village residents.
Originally heard on Apri14, 2006, this measure was postponed pending an amendment to
Resolution No. 293-06, per the direction of Council Member Pete Hoffmann, which amends the
donor to be "Waikoloa Community Development Corporation" in lieu of "Waikoloa Village
Association" in Resolution No. 293-06.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 253 and
recommends it pass first reading.
