(Alternatives to Drugs -Big Island Youth
Video Contest)
These discretionary funds from Council District 8 will be used to fund the Alternative to Drugs -
Big Island Youth Video Contest. The funds will be administered by the Department of Research
and Development through its Hawaii County Resource Center, Miscellaneous Contract Services
program.
Council Member K. Angel Pilago explained that Na Leo O Hawaii Community Television, in
collaboration with the Big Island Film Office, is sponsoring its first video contest for Hawaii
Island youth under the theme "Alternative to Drugs". As they recognize the need for positive
reinforcement in our youth, the "Alternative to Drugs" video contest will enable pazticipants to
express their individual creativity, increase awazeness among their peers about the dangers of
drug abuse and, communicate their personalized anti-drug message.
During its discussion, Your Committee agreed to the following amendment:
1. In the third WHEREAS clause "...opportunities that with [enet~ege] encouraee
and enhance...".
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 315-06,
as amended to Draft 2, and recommends its adoption.
