Your Committee on Finance, to which was refereed Resolution No. 321-06, reports as follows:
Resolution No. 321-06, transmitted jointly with Bill No. 272 by Director of Finance
William Takaba, via Communication No. 834, dated April 17, 2006, authorizes the Office of the
Mayor to enter into an agreement with the State of Hawaii, Hawaii Tourism Authority for a
Waipi`o Park Ranger Pilot Program.
The State of Hawaii, Hawaii Tourism Authority through its Natural Resources Program has
authorized a $60,000 grant to the Department of Reseazch and Development for the start of a
Waipi`o Pazk Ranger Pilot Program.
Specifically, these funds will be used to develop, plan and implement a one (1)-yeaz pilot
program to contract rangers to staff the county pazk at the Waipi`o Scenic Overlook to monitor
commercial and visitor activity, report any illegal activity to law enforcement, serve as
educational resources for the public, enhance the visitor experience, and protect the environment.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 321-06
and recommends its adoption.
