Your Committee on Finance, to which was referred Bill No. 272, reports as follows:
Bill No. 272, transmittedjointly with Resolution No. 321-06 by Director of Finance William Takaba, via
Communication No. 834, dated April 17, 2006, amends Ordinance No. OS-86, as amended, the Operating
Budget, ending June 30, 2006. The amendment is as follows:

These funds from the State of Hawaii, Hawaii Tourism Authority through its Natural Resources
Program, to the Department of Reseazch and Development will be used to develop, plan and implement a
one (1)-year pilot program to contract rangers to staff the county pazk at the Waipi`o Scenic Overlook to
monitor commercial and visitor activity, report any illegal activity to law enforcement, serve as
educational resources for the public, enhance the visitor experience, and protect the environment.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the
Mayor is hereby authorized to apply for, receive and expend the funds for a Waipi`o Park Ranger Pilot
Program.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 272 and recommends it
pass first reading.
