Your Committee on Finance, to which was referred Bill No. 273, reports as follows:
Bill No. 273, transmitted by County Clerk Constance R. Kiriu, via Communication No. 835,
dated April 18, 2006, seeks to initiate a Charter Amendment to the Hawaii County Charter
(2000), relating to verifying and certifying petitions for Initiative and Referendum, Removal of
Elected Officers and Charter Amendment or Revision.
This measure proposes to eliminate the requirement of providing social security numbers for
verifying and certifying petitions for Initiative and Referendum, Removal of Elected Officers
and Charter Amendment or Revision; changes the number of days the County Clerk has to verify
and certify petitions and supplemental petitions from twenty days to twenty working days and
five days to five working days respectively; deletes the mailing address provisions because only
the residence address is required to identify and verify a properly registered voter on a petition;
and other housekeeping changes..
Your Committee heard testimony in favor to this measure.
County Clerk Constance R. Kiriu clarified that the number of days the County Clerk has to
verify and certify petitions and supplemental petitions will be lengthened, as it is based on
working days in rather than calendar days.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 273 and
recommends it pass first reading.
