It is my pleasure to nominate Ms. Patricia Provalenko of Council District 9 to the
County of Hawai'i Cost of Government Commission. Ms. Provalenko is a
21-year resident of Hawai'i. She is currently the President and Property Manager
of PATDI, Inc. Ms. Provalenko is a member of the Hawaii Island Economic
Development Board and the Parker School Trust Corporation. She states that
she is not affiliated with any political party. If confirmed, her term will expire on
January 14, 2007.

Dear Chairman Higa and Finance Committee Chair Isbell:
RE: Hawaii County Cost of Government Commission
Nomination of Patricia Provalenko from Council District 9
Mayor Harry Kim has nominated Patricia Provalenko from Council District 9 to
replace Pamela Cushnie on the Hawaii County Cost of Government Commission. Ms.
Cushnie recently resigned for personal reasons.
Pursuant to Rule No. 6 of the Rules of Procedure and Organization of the
Council of the County of Hawaii (as amended June 1, 2005), we respectfully request
this nomination be waived though the Finance Committee to the full Council for its
consideration.
We are presented with a Charter-mandated deadline for the completion of the
report by the Commission, and they are presently experiencing difficulty meeting due to
a lack of members.

Nomination of Patricia Provalenko from Council District 9
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
