Generally, the <br /> accepted terminology is to call such a document as a pre-proposal. However, upon completion of the <br /> Planning Commission review, when a request is forwarded to the County Council, the members would <br /> be best served if the proposal is submitted addressing all information so they may judge the full impact <br /> the proposal. This provides a level and fair field for all submitters.
