Angel; Isbell, Virginia Subject: Testimony for Bill 246 Testimony for the Record May 1, 2006 Re: Bill 246 Dear Chariman Higa and Councilmembers: I urge you to defeat Bill 246. There is no need for the County Council to make decisions based on presumptive information nor is it in the best interest of the citizens. It appears the Planning Commission is content to reveiw proposals that are incomplete. Generally, the accepted terminology is to call such a document as a pre-proposal. However, upon completion of the Planning Commission review, when a request is forwarded to the County Council, the members would be best served if the proposal is submitted addressing all information so they may judge the full impact the proposal.
