County Council,
Please accept my testimony as negative on Bill 246. 1 am rather appalled
that such a Bill would be considered. It says that if the Planning Director
is breaking the law, change the law. Great way to establish a dictatorship
in the extreme application of the logic. In particular, this planning director
has frequently usurped Council jurisdiction by changing sub-division
requirements wisely worked out and passed by council, by declaring the
modifications' minor, (e.g. construction of upper Lako Rd. prior to phase 2
construction), then approving them without a word to council, rather than
referring back to council. Granting the additional authority of Bill 246 is an
invitation to abuse of any semblance of planning. I urge a negative vote.
