County Council Chairman Higa and Council Members: As one who has lived and worked in Kailua-Kona for over 25 years. three years of which were focused on land and property development, it's way past time to simply an overly complex process and give the tools needed to the planning department. Greater efficiency should be one of the fruits of "serving the people", an oath and commitment which you all took. I support Bill 246 EXCEPT FOR the suggested changes in Sections 23-61 and 23-62 which have the efect of removing the time requirements for action by the Planning Director. In my opinion, extending decision making time frames does not work in the best interests of the public. The best government is the government that is most responsive to the greatest number of people being served. We need to bring ourselves out of the dark ages and put some new tools in our toolbox for stewarding the aina and I believe the Mr. Yuen's attempts to do this are laudable. Mark R.
