May 11, 2006

Council Chair Stacy K. Higa _
25 Aupuni St.
Hilo, Hawaii 96720

Chairman Higa:

I believe the use of video conferencing for residents of Kona and Waimea is working real
well, whereby citizens can voice their opinions at County Committee and Council
meetings held in Hilo. Previously, they would have to drive to Hilo in order to testify.

Whenever meetings are held in Kona, there is no video conferencing in Hilo. If a
resident wanted to speak, he or she would have to attend the meetings there.

With this in mind and as a voter in your district, I am asking that you vote against holding
meetings in Kona every other month, or on even-numbered months, as Bill 268 reads.

The idea of moving meetings to other districts on the island was implemented in the past,
and it resulted in poor turnouts. That's the reason why only Kona was given the okay on
a quarterly basis. I believe the silent majority on the East side would certainly balk if this
Bill, introduced by Kona Councilman Angel Pilago passes, meaning the ordinance to
initiate a charter amendment would be placed on the ballot for voters to decide.

Hilo is where the majority of Council meetings should be held as well as the location for
both branches of government services.

Aloha,

Patrick Kaw 'olaa, resident
Keaukaha Comm unity Association

Comm.
