HomeMy WebLinkAboutCOM 0915.002 2004-2006 PUBLIC PETITION FOR REAL PROPERTY TAX RELIEF y Date aja4z~' G 2006 To: Mayor Harry Kim; HI County Council; HI County Real Property Tax Division I/We petition to have the real property tax process amended to be equitable to those who do not afford tax assessments based upon inflated market prices. Tax basis should be calculated at the price paid for a property with a 1% growth cap for homeowner's classification, i.e., if one paid $20,000, then he/she would expect that valuation, but if another paid $200,000 the owner who paid $20,000 and can't afford tax on $200,000 would not have the basis changed. Property sales/turnover and newly permitted development would normally increase the tax basis which in turn would continue the growth of the county's revenues by those who both cause and are able to afford it. A tax revolt such as California's Proposition 13 in the late 1970's gave similar tax relief to those who could afford to keep their home at values they paid for them but not at inflated prices subsequently paid by others.
