Aloha!
I have attached some testimony for today's Council Meeting, and also included it below, in case you have
problems with attachments. The attachment is preferable, because it will probably come out better formatted (and
you won't have to delete this note.)
If you need to contact me about it, you can reach me at 889-7116, or my husband at 880-1033.
Thank you!

Subject: Bill 246
Dear Councilmembers,
I urge you not to pass an ordinance that would give the planning director discretion over what kinds of
information a developer must present prior to subdivision approval. If something is not an issue, it
shouldn't be a great burden for the developer to state why. In any case, the Planning Dept. should err on
the side of the public interest, rather than private entities who propose permanent changes to our island.
It should also be recognized that public officials can be corrupt. Anyone who denies this is either an
apologist for wrongdoing, or terribly naYve. Good government is run on the basis of safeguards, not
trust. Where would our country's Constitution be if the founding fathers had neglected to include checks
and balances on the grounds that public officials always do the right thing? Please do not leave
important decisions solely to the discretion of one person.
Sincerely,
Kelly Pomeroy
