1 would ask that you defeat this bill to amend the Subdivision Code. The problem is not that
the code is faulty. The problem is that the code has not been enforced. As it stands, the code
protects the public's rights to the cultural and natural wealth of this island. As amended, it
deprives the public of the transparency and the consistency needed to wisely participate in
HawaiTs inevitable change. Finally, it further empowers the position of Planning Director. By
doing so, it makes the entire permitting process even less predictable, which benefits neither
the public nor developers.
