Subject: NO on Bill 246
I strongly oppose the passage of Bill 246. For decades, developers and the County have violated the
County's Subdivision Control Code. Developers failed to submit information about drainage, sewage,
flood control and much more. Nevertheless, the county rubberstamped their proposals. The Hawaii'i
Supreme Court, in Leslie v. Board of Appeals, found that the county's practice and its interpretation of
the law was "manifestly incorrect and unreasonable."
