No. 362-06 <br /> <br /> PLACE: Council Chambers <br /> TIME: 10:03 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 362-06, reports as follows: <br /> Resolution No. 362-06, transmitted by Council Vice Chair Virginia Isbell, via Communication <br /> No. 887, dated May 3, 2006, directs the Clerk of the County of Hawaii to take necessary action <br /> to place the charter amendment proposed by Ordinance No. 06-51 on the 2006 General Election <br /> Ballot. <br /> The proposed measure directs the Clerk of the County of Hawai` i to take all necessary steps <br /> provided for in all applicable provisions of the Hawaii County Charter and the Hawaii Revised <br /> Statutes, within the prescribed time limits, for placing the Charter amendment proposed by <br /> Ordinance No. 06-51 on the 2006 General Election ballot for approval by the voters of the <br /> County. <br /> It also states that those actions include but not be limited to submission of the ballot question to <br /> Dwayne D. Yoshina, Chief Election Officer of the State of Hawaii, prior to 4:30 p.m., <br /> September 8, 2006, pursuant to Section 11-119(6), Hawaii Revised Statutes, and publication of <br /> the full text of the Charter amendment proposed by Ordinance No. 06-51 in the Hawaii Tribune <br /> Herald and the West Hawaii Today, two newspapers of general circulation in the county, prior <br /> to Saturday, September 23, 2006, the forty-fifth day prior to the 2006 General Election, pursuant <br /> to Section 15-2, Hawaii County Charter. <br /> Pursuant to Section 15-1, Article XV, Hawai`i County Charter, an ordinance proposing a Charter <br /> amendment be adopted after three readings on separate days and passed by the affirmative vote <br /> oftwo-thirds of the entire membership of the Hawaii County Council. <br /> Also pursuant to Section 15-2, Article XV, Hawai`i County Charter, upon adoption of such an <br /> ordinance, the Council shall by resolution provide that the proposed amendment be submitted to <br /> the electors of the County for approval at the next general election and that the resolution shall <br /> provide for the publication of the full text of the proposed amendments in at least two daily <br /> newspapers of general circulation in the County at least forty-five days prior to submission to the <br /> electors of the County. <br /> FC REPORT NO. 297 <br /> <br />
